The car’s story
The Street Traffic Regulation Department, ORUD, was established by the Moscow Soviet on 30 December 1925. By 1932 it had become a nationwide organisation. Until 1936 its duties included road safety, vehicle registration, driving licences and vehicle inspections. In 1961 ORUD became part of the State Automobile Inspectorate, GAI, retaining only traffic regulation and safety duties. Following reorganisation in 1969, all its responsibilities passed to the road patrol service within GAI.
The Moskvich-400-420 became ORUD’s most common operational car after the war. The only special equipment fitted to the production cars consisted of large roof-mounted loudspeakers. These specially painted vehicles were often used to promote road traffic rules.
