Volga GAZ-21 Militia (conversion)

This model represents an early second-generation Volga 21 used by the Soviet traffic police, the GAI. Its non-standard paint scheme suggests this, since the standard livery of the period was blue with a red stripe along the body.

The real car on which the model was based may already have been repainted after a major overhaul.

An interesting fact: it was not until 1940 that the USSR’s road traffic rules were consolidated into a single document. A standard driving licence and vehicle technical certificate were developed and introduced at the same time. The GAI’s main duties were defined as organising road traffic, applying road markings, installing signs and monitoring the technical condition of roads.
